Being the largest customers at the information technologies market, public authorities not only make up about one third of demand for IT solutions, but also determine to a large extent development trends of that market. In our opinion, the major trends are the following:
- Administrative reform and transition of the public authorities to the project-targeted principle of financing;
- Realization of the «Concept of IT application in the activities of the public authorities up to 2010» and a number of other conceptual documents;
- Measures aimed at increasing security level of buildings and other objects of the public authorities.
These initiatives give rise to he following main groups of goals in the information and management technologies area:
- Deployment of automated project management systems and creation of budgeting systems for resolving the tasks of performance analysis, model analysis and optimization for taking decisions, accounting consolidation in multidivisional public authorities;
- Upgrade and automation of management systems for HR, financial and material resources of the public authorities, using software applications of ERP class;
- Realization of «one window» principle at rendering public services, therefore — necessity of close integration of heterogeneous intradepartmental and interdepartmental IT systems, organization of joint paperwork, creation of electronic archives;
- Creation of integrated security systems in reply to the rise of terrorist threats and, as a consequence, normative requirements to the security level of objects of the public authorities.
Considerable part of the experience, accumulated by us in the course of implementation of major complex projects for public offices and for commercial companies, may be used for resolution of the actual tasks of informatization of the public authorities.
So, in 2005 Borlas Consulting Group together with FSUE TsNIIAtominform implemented the project on creation of integrated model of management system according to the results of activities of the Federal state agency of atomic energy.
According to preliminary estimates, the generated model may be replicated for the main public authorities of the country with minimal adaptation. Also, we have accumulated vast experience in creation of budgeting systems and accounting consolidation systems in large geographically-distributed commercial organizations, and this experience may be used in the projects for the public authorities.
Borlas Consulting Group has unique expertise in the field of automation of HR and financial resources management. As part of consortium, we participate in the unique large-scale project of creating common automated system of the Federal Treasury, based on Oracle E-Business Suite (Oracle Applications). Borlas takes part in the similar project beyond Russia with the customer being the Treasury of the Republic of Kazakhstan.
In the area of creating integrated security systems for buildings and objects of the public authorities, Borlas develops solutions based on the products of the leader in the technical security field — GE Security company. Integration of automated management systems of the authorities with technical security systems is a distinctive feature of Borlas solutions. Borlas is actively operating not only at the federal, but also at the regional and municipal levels. A series of projects on creation of a system of utilities payment registration for municipal public authorities is under way.
